Base construction rates set by the Panchayat Raj Engineering Department. Telangana's Common Schedule of Rates uniquely covers Irrigation, Roads & Bridges, Buildings, and Public Health works together in one document — unlike Tamil Nadu, where PWD publishes a separate SoR just for its own works.
Newer 2024–25 and 2025–26 editions exist (effective 1 June 2025) but were only found on non-government mirror sites (Scribd) during research — only the confirmed 2022–23 .gov.in PDF is linked here, per our own sourcing rule of preferring .gov.in where one exists.

HMDA and DTCP issue planning permission. For ordinary buildings inside HMDA's Hyderabad metro area, the actual building permit is issued by GHMC through TG-bPASS — a separate site and a separate step, the same relationship as Greater Chennai Corporation to CMDA.
