Official Resources
Guideline Value / Fair Value GOV.IN Definition ↗
The government-notified minimum land value (SRO 420/2023) used to calculate stamp duty on a sale deed. Search by District, Taluk, Village, and Desom. Not the same as fair market value — see the Glossary.
Open Kerala IGR →Record of Rights / Thandaper GOV.IN
Kerala's unified ILIMS portal (Survey + Revenue + Registration) is the closest equivalent to Patta — it shows ownership and tenancy records as Thandaper accounts. Kerala's actual title deed is called "Pattayam," a related but distinct document issued separately by the Revenue Department, not something ente Bhoomi looks up directly.
Open ente Bhoomi →FMB — Field Measurement Book GOV.IN Definition ↗
Digital survey/FMB sketches showing a plot's boundaries and dimensions, resurveyed to 3–5cm accuracy. Available on the same ente Bhoomi portal as the Record of Rights.
Open ente Bhoomi →CRZ Guidelines Definition ↗
Coastal Regulation Zone rules restricting or governing construction near the coastline. Relevant for plots in Kochi, Trivandrum, and Kerala's other coastal districts — check the notified zone before assuming a plot is unrestricted.
GIS / Land Parcel Maps GOV.IN
Interactive parcel and survey map viewer, part of the ente Bhoomi portal.
Open GIS Map Viewer →Land Use Maps GOV.IN
Zoning and proposed land-use maps, published town-by-town by the Dept. of Town & Country Planning itself — Kerala has no CMDA-style single metro authority, so coverage runs statewide rather than metro-only. Sanctioned and published Master Plans are listed per district, including Malappuram, Palakkad, Thrissur, Ernakulam, Idukki, Kasaragod, Wayanad, Kannur, and Kozhikode.
Open Kerala Town Planning — Master Plans →Wetlands — Paddy Land & Wetland Data Bank GOV.IN
Kerala's most important structural difference from other states: under the Conservation of Paddy Land and Wetland Act, 2008, any plot classified "nilam" (paddy/wetland) in a local body's Data Bank cannot be filled or built on without a formal RDO/LSG conversion order. This is a much stronger restriction than a simple buffer zone — it affects everyday plots far from any coastline, not just designated Ramsar sites.
The KSLUB Wetland Information System linked below is an in-progress, district-by-district mapping project — not yet a public plot-level lookup tool. To check whether a specific plot is listed in the Data Bank, you currently still need to visit the local Krishi Bhavan or Village Office in person.
Open KSLUB Wetland Information System →Industrial Development
Kerala splits industrial land across two agencies, but not by the same large/medium-vs-small/micro logic as Tamil Nadu's SIPCOT/TANSIDCO split. KINFRA focuses on developing sector-specific industrial parks and infrastructure; KSIDC focuses on project financing plus its own land bank.

Frequently asked
Is Thandaper the same as a title deed in Kerala?
No — Thandaper is the ownership/tenancy account in Kerala's revenue records. The actual title deed is a separate document called Pattayam, issued by the Revenue Department.
Where do I check Kerala's guideline value?
Kerala IGR — search by District, Taluk, Village, and Desom.
Can I build on paddy or wetland-classified (“nilam”) land in Kerala?
Not without a formal RDO/LSG conversion order — under the Conservation of Paddy Land and Wetland Act, 2008, any plot classified “nilam” in a local body's Data Bank can't be filled or built on without that order, a much stronger restriction than a simple buffer zone.
Is Kerala's land-use map coverage metro-only like Tamil Nadu's?
No — Kerala has no CMDA-style single metro authority; sanctioned Master Plans are published town-by-town statewide by the Dept. of Town & Country Planning.
